poor, and has been awept by devasta
ting and destructive flood. Her
people are not at thia time, and in
their preaent condition, able to pay
the expenaea of their government.

pay the expenae of running the gov-
riitnent of any of our seveiai new
aaeaaiona. The people themselves
in each of the Islanda or groups
should pay their own exia-naea.
How ia l'orto Hico to do thia now
that ahe has no local government?
We must Hrat give her a local gov
ernment, and both houses of Congress
are at work upon thai problem, and,
in my opinion, that problem wl.l la
wiaely solved when it ia done, but it
will take year and a half or two
years to formulate a government for
her and to put it in running order, mi
that theae people, with their own
government machinery, may raise

In the meantime, what should wo
do? Follow the advice of the syn
dicates and trusts and tax thia deso

it will fall lightly upon them, and
the burden will be imperceptible.
