The proposed amendments allows th council to issue new warrants iu de nominations of tlOO to raise money with which to redeem the outstand ing 8 per cent warrants. But these new warrants must not be sold for less than par, and they may draw aa low per cent interest as can be negotiated but not greater than 6 per cent. it shall appear that warrants cannot be sold, then authority to given issue low Interest bearing bonds and take up the floating debt. Power to also given to refund the 8 per cent bonds with 6 per cents; also to issue 120,000 water Ixinda as much thereof a necessary to buy the light and water plant providing the city makes the purchase. The refunding of our high interest paper ought to have been accomplish' ed four years ago but it was not The same reasons exist now for the change that were urged then saving interest.
