New Haven was not satisfied with
the findings of the circuit court but
carried the controversy to the su

Judgment of the lower court which
exempted the great school from tax

The pessimist has aaid that New

life Is in these latter days falling be
low the high standard of puritanlsm

critics declare that protestant New

Will the modification Injure the old
form of worship? Not a bit of it. It
is improved. Within the past three
years the influence of New England
has been the main cause of the revolt
in Canada against the authority of
the church In political affairs. The
Catholics in(Juelo haa learned from
his ex pel ience in New England or

that he can vxercise his independent
judgment aa a citizen In casting his
vote and still be true to his religious
faith. "The Puritan element in
New England, remarks the (Vngreg4-

levels of freedom and righteounei

heritance, but to extending to other

The City Council has agreed upon
a number of amendments to the city
charter which have been formulated
into a bill and given into the custody
of Senator I'attersou to be Introduced
and enacted into law. It to under
stood that the amendment do not
disturb the boundaries of the city in
any way. Home additional power is
given to tho council for improving
streets and repairing and building
siilewalke. The great item la relat

there is no way to get rid of 8 per
cent warrauta except to pay them off.
The proposed amendments allows th
council to issue new warrants iu de
nominations of tlOO to raise money
with which to redeem the outstand

new warrants must not be sold for less
than par, and they may draw aa low

A part of Gov. Geera Innagural
address greatly angered the state
senate and houie cf representatives.
These are the words that did it:
"It Is to be hoped that you will
give the people the minimum quantl
ty of lr jislation at this session. I am
disposed to speak with some plain
ness on tbts subject for the reason
that I have had a somewhat extended
service In your ranks, and have seen
and felt, and even been controlled by
the tendency to be overlndustrious In
the mutter of new legislation. It is
a mitdiken idea to suppose that to
meet the approbation of your const!
tuenisyou must necesnurily be con
spicuouly active; sometimes a man's
activity results in hisoo undoing
One of the grestcit dangers that con
fronts you, gentlemen, is the fact that
you have 40 dsys at your disposal in

Tho state' prison is not the only
place where an utniudaiice of idle
time is a sure progenitor of mischief
it ia seen in all widks of life. Allow
me to say a word here ahout th
matter of clerk hire. My legislative
experience leaches back to tho regu
lar session 1 years ago, and in the
mean time I have seen the most mea
ger employment or clerk hire grow
into ae absolute public evil, whose
tenacity of life seems to successfully
defy the opposition of campaign
pledges, platform denunciation and
even the public wrath lbelf. The
abuse of this privilege has developed
Into a public wrong, the continuance
of which is absolutely without Justifi
cation, and its abatement not at some
future session but at this one, In vol

sincerity ii the matter of public pro
mises to the people of Oregon."
The average taxpayer to not at all

of the same kind but also the acts
that flow from adopting the ugges

not been taken to examine it thor
