It being necessary lor the im mediate preservation of the public peace, health and safety of the city ol Forest Grove that the main track ol said Railway Company’s railroad shall remain at its present elevation in order that the public may with safety cross said railroad track, and the said Railway Company being desirous of commenc ing the operation of its said railway line on or before the 31st day of December, 1908, and for said reasons it is there fore necessary that said ordinance shall become immediately operative, an emergency is hereby declared to exist and this ordinance shall take effect and become operative immediately upon its passage by the council and ap proval by the mayor.
