The liberty o f the American peo ple is again threatened by an effort of the internationalists to involve us in foreign entanglements by adhesion W H A T E V E R IS W R O N G W IT H Y O U R C A R - to the World Court. To do this would restrict our American indepen W E CAN FIX IT! dence o f action in any further crisis and curtail that American sover eignty which hus been complete from the day o f the founders until now. It would do this without the least possi ble benefit to ourselves. Moreover, the League attempts to as sume, through the Court, juristic powers over the entire world. All this would be very fine if it were true, which it is not. If and when we join the World Court we commit ourselves to sup M A X SAG N ER, Manager port the policies o f the World Court, which are the policies o f the League of Nations. They uniformly have fol Estacada, Oregon lowed the desires of the European over-lords o f the League, and we, as a nation, have steadfastly rejected them from the day when we refused to join it. There is no doubt that the League members are sincere in want ing us to join, for they naively admit that they need our wealth and influ ence to coerce nations which might defy the League. But we, as a na tion, have no intention of supporting any such policy o f coercion any where. Thus, if we join, we shall surely be placed, sooner or later, in the position o f either reuouncing our membership, or enforcing the Court’s decisions through coercion. The Court will, moreover, have a strong moral influence upon the world, and especially upon those who do not understand its hidden political involvements. If we join it we there by publicly acknowledge its right to sit in judgment upon us as a nation; we thereby also surrender our moral right to complete freedom o f action. This is something which this country cannot and will not do. While we ar e anxious to keep our every action within the bounds o f international justice, we will never allow our vital interests to lie at the mercy o f inter national politics. This is especially true because this international, political World Court is controlled by a majority with in terests opposed to ours. Its members represent nations most o f which wish to destroy our immigration barriers, many o f which are in debt to us for vast sums, almost all o f which would break down our tariff protection, not one of which recognizes our Montoe Doctrine as international law, and several o f which are hostile to our policies in China, the Orient and else where. Moreover, a large part o f the members of the Court are mem bers o f a political religious faith, who would combine church and state, and some are members o f colored races. Often we would lind ourselves in a minority and never, where our inter ests were concerned, could we safely count upon a majority. If the Court were confined in its acts and opinions to the administration o f international law this would not matter so much, but, since it is in fact also a political agency, those acts and opinions would affect us so vitally that our ad herence to the Court might be fatal. The Senate reservations were framed with this sole tnd in view, and the Court and its compo nent members refused to accept them und do still refuse. The Hon. Elihu Root recently went abroad to try to induce the Court to accept our reser vations, restated in the formula that it would not render any advisory opinion touching any mutter which we believed to affect our vital inter ests, without our previous consent. The Court’s representatives refused to accept this, and Mr. Root has re turned, with no concession except that we may withdraw from the Court without the usual advance no tice, if we object to the Court’s tak ing up any such matter. This is no safeguard, and in no way meets the Senate reservations. This is completely proved by the sim ple fact that it is accepted by nations which refuse to accept either the Senate reservations or the original Root formula because they DID safe guard us. We already have the right to withdraw. So, instead o f protect ing us, the new formula merely leaves us, when our interests are at tacked, the bitter alternative o f re pudiating our previous acknowledge ment of the moral authority o f the Court. Yet we must join without any guarantee that the Court will not, at any moment, act solely in the interests o f European politics. Finally, to join the World Court is simply, and beyond any question, to involve ourselves in foreign entan glements. If it is dangerous for us to bocome entangled with one nation —-as George Washington warned us, as the nation has till now maintained as a policy, and as hus been abun dantly proven wise— it is surely no less dangerous to become entangled with all nations. This is what adherence to the World Court would mean. We seek no more than justice from any na tion; we maintain peace with all the world on the basis of justice. So the World Court could not benelit us in :iny degree. It might cost us dearly. Twice the real patriots have saved the country from such entangle ments. It was they who showed the nation the dangers of the World Court when it was first urged upon us. and brought about the Senate res ervations. Only last winter it was again these patriots which showed the dangers of the Kellogg Peace Treaty, and laid down the lines fo l lowed in the official interpretation o f the treaty, which the Senate adopted The danger is no less now than then. We can win again as we have in the past. America will not fall into this trap if the truth is known It is our duty, as real patriots, to spread the truth.
