Alaska-Yukon-Pacific Exposition Will S ta rt on Time. S e a ttle ’s two expositions are ju st about ready for the bell tap. The Alaska-Yukon-Pacific exposition is ninety-nine per cent, complete, which m eans th a t everything is done save sw eeping the floors, and the other ex position, which consists of the most m agnificent scenery and the longest list of in terestin g tours boasted by any Am erican city, is alw ays ready. Railroad experts the country over destare th a t the success of the A. Y. P. is already assured, but for this fact they do not give the whole credit to eith er the m anagem ent or the publi city cam paign. On the contrary, they declare th a t the im m inent influx into the N orthw est is due more largely to N orthw estern rest urces and home pos sib ilitie s and to N orthw estern and Alaskan scenery and romance, more than to any o ther power of attraction. N ightly now the exposition grounds are lighted for the enjoym ent of the pre-exposition crowds which daily go the to grounds. For w eeks the attend- anceh as averaged close upon 5,000. If special free days were counted it would be a larg e r figure than this. A cold spring som ew hat delayed the first Hush of the floral effects, which are on a huge scale, but warm May days have brought out the blooms. P ractically all of the exhibits are in stalled in the M anufactures building and in the O riental and European build ings. The installation in the Palace of A griculture is som ewhat slower but will not he behind a t the rig h t mo m ent. The governm ent exhibits are well along w ith the exception of the H aw aiian and Philippines exhibits, which arrived late. However, they will be complete to the last detail by June I. Most of the foreign exhibits are in place and those th a t are not are receiv ing the finishing touches. And while work is heing pushed ra p id y ahead on the exposition proper, arrangem ents are going forward ju st as fa st th a t the visitor may take ad vantage of the “ second exposition.” New steam ships are a rriv in g daily for excursion trip s to various points around the sound and along the coast. The numerous reBorts in the Cascade m ountains are close a t hand e ith e r by the G reat N orthern, N orthern Pacific, B urlington or M ilwaukee railroads and the Canadian Pacific takes one quickly to Banff, the wonder spot in the Cana dian Rockies. W ashington, May 10.—Unless con gress takes specific action a t the spec ial session now in progress, nearly $1,- 000,000 appropriated for river and har bor im provem ents in various sections of the U nited S ta te s will be turned back into the national treasury, much to the chagrin of many congressmen and senators. This situation arises over the "co v ering back” section of the sundry civil bill, approved March 4. This section provides th a t all unexpended balances of appropriations th a t rem ained on the treasury books Ju n e 1, 1904, except perm anent specified appropriations, judgm ents and findings of courts and tru st funds and appropriations for ful filling trea ty obligations w ith the In dians be carried to the surplus fund and covered back into the treasury, “ pro vided th a t the money is not needed to pay existing tre a tie s .” To meet the situation, Senator Burton has introduced a resolution providing th a t the section of the sundry civil bill in question shall not be construed as applying to the unexpended balances in river and harbor appropriations which may be essential, in the judgm ent of the secretary of war, for the m ainten ance and prosecution of the work for which it was appropriated.
