id y ahead on the exposition proper,

vantage of the “ second exposition.”

dian Rockies.

W ashington, May 10.—Unless con­
gress takes specific action a t the spec­
ial session now in progress, nearly $1,-
000,000 appropriated for river and har­
bor im provem ents in various sections
of the U nited S ta te s will be turned
back into the national treasury, much
to the chagrin of many congressmen
and senators.
This situation arises over the "co v ­
ering back” section of the sundry civil
bill, approved March 4.
This section
provides th a t all unexpended balances
of appropriations th a t rem ained on the
treasury books Ju n e 1, 1904, except
perm anent specified appropriations,
judgm ents and findings of courts and
tru st funds and appropriations for ful­
filling trea ty obligations w ith the In ­
dians be carried to the surplus fund and
covered back into the treasury, “ pro­
vided th a t the money is not needed to
pay existing tre a tie s .”
To meet the situation, Senator Burton
has introduced a resolution providing
th a t the section of the sundry civil bill
in question shall not be construed as
applying to the unexpended balances in
river and harbor appropriations which
may be essential, in the judgm ent of
the secretary of war, for the m ainten­
ance and prosecution of the work for
which it was appropriated.

Constantinople, May 11.— Mehem­
med V, sultan of T urkey, was invest­
