In this sketchy survey of & subject that is interesting the eastern part ot the United States tremendously no mention was made of the curious legislative device by which Florida bids for the favors of the wealthy tax-dodger. The omission was de liberate, lor the anti-income tax and anti-inheritance tax clause of the Florida constitution has had little to do with the situation that Is focusing tho eyes of the East on that state. Senator Bruce Dennis and his backers, of course, think otherwise. Within a short time we shall be hearing from them that the way to make Oregon great is to follow Florida's footsteps and agree solemnly to exempt Incomes and1; Inheritance from taxation far . .a. . period ot at least lS:lrears. ' That assertion will doubtless be a prom inent part o'f the campaign for the so-called Dennis resolution when it comes up to be voted on. In the writer's' opinion, the Flor ida ban on income and inheritance taxes has had comparatively little to' do with the spectacular boom which, has made Florida a by-word everywhere east of the Rockies. Ipbat boom is based fundamentally upon winter climate. It capitalizes the desire ot those living In cold countries to get away from snow and ice. It began with the sudden realization that Florida is only 36 hours away from the great cities of jjhe East, and once started it was a ' pro that fed upon Itself. People ro rushing to Florida now not so tnuclt tor the climate as for tho easy money to be made out of ris ing land values. Rut it all traces back to palm trees and warm beaches within a few ioura ot vast population that dreads cold winters. i Oregon is by no means the only state that is considering the income and inheritance tax ban, and it Stands to reason tjiat if many states adopt it the special advantages hoped for will fall to materialize.
