Mr. Hoover urged thnt Amer icans residing abroad and engnged in business there bo relieved of federal taxation, on the ground that this hindered American trade expansion. He advocated the re duction of fees charged for visas on passports. A codification of navigation laws, and a transfer from the treasury to commerce departments of the work of measuring vessel tonnage were also suggested. He asked that new buildings be provided in Wash ing for the bureaus of the com merce department' and advocated the establishment in permanent legislation of tho appropriations for the bureau of foreign and do mestic commerce.
