fcThe attainment tn this direction
through tho standardisation of ar

administrative, he treated as of
more far reaching Importance than
any of the routine conduct of the
Hovernment placed under hla di

made possible the upholding of
American standards of living for
the whole population laboring,
farming and distributing.
Efficiency Increased
What the country a whole

five years in Increased national ef

port said. That movement is the
result of a realization by every
roup the business men, Indus
trial leaders, engineers and work-

ance of this business of waste
elimination.
"In addition to elimination of
waste we have had the benefit of
notable advances in science; im

ment, and prohibition."

DR. W. B. CALDWELL
. AT THE AGE OF BS
To Dr. W. B. Caldwell, of Monti
cello, 111., a practicing physician
for 47 years, it seemed cruel that
so many constiuated men, women,
children, and particularly old folks,
had to be kept constantly "stirred
up" and half sick by taking cathar
tic pills, tablets salts calomel and
nasty oils.
. While he knew that constipation
was the cause of nearly all head
aches biliousness. Indigestion and
stomach misery, he did not believe
that a sickening "purge" or "phy
sic" every day or two was neces
sary.. In Dr. Caldwell's Syrup Pepsin
lie discovered a laxative which
regulates the bowels. A single dose
.will establish natural, healthy
bowel movement for weeks at a
time even for thosd chronically

"The philosophy that underlies
tho campaign for waste ollmtmi
lion has but one purpose: that is.
to maintain American standards of
living for both workers and farm
era, and to place production on a
more stable footing.
"The activity of the commerce
department in this field of waste
elimination was recorded In tho
fact that since the work was
launched on a large scale in .1931
some 900 group conferences have
been held under the auspices of the
department, practically all at the
request of the Industries themselves.
while upwards of 20O committees
are now at work in co-operation
with the department on various
phases of the program.
Kail Service Hotter
The secretary introduced Into the
report accomplishments during the
past five years as reported by his
various associates iu the depart
ment. These noted greater ef
ficiency of the railroads, a 60 per
cent increase in electric generating
capacity, wider provision of busi
ness statistics ns a stabilizing In
flueuce reducing speculation in
commodities, the expansion or In
the building season in tho construc
tion industries, and millions saved
through "simplified practice.
Kugene S, Gregg, chief of the de
partment s transportation division,
cifed remarkable improvement Jn
railroad transportation, with car
shortages practically a thing of the
oast. Since 19-1. he said, the nv
erage weekly car loadings hat' in-i
creased from 693,533 to 9S6.4 5,
the number of miles per car per
day from 22.4 to 26.9, and the av
erage tralnload from C56 to 731
tons.
The departments interest In
waterways improvement was out

constipated. Dr. Caldwell's Syrup
Pepsin not only causes a gentle,
easy bowel movement but, best of
all, it is often months before an
other dose is necessary. Besides.
It is absolutely harmless, and so
pleasant that even a cross, feverish,
bilious, sick child gladly takes It.

economic study being made of the

strides in the electrification of the

distribution of power. This was
being accomplished, ho said, not
only with an enormous saving of
fuel, but with largo IncreuHra in
productivity, reduction of physical
effort and labor, and added com

fvdo V.tivim Avoldw!
William M. Stouart, director of
tho census, told how statistics have
been put to work to enable the
business community to avoid the
icxtremes of tho business cycle.
The bureau of standards hud
likewise lent a hand to the Indus
trial Improvement by waste elim
ination, lr. tleorge K. Hurgess, Us
director, pointed out. Ways and
means of belter utllUtng raw ma
terials had been found and the
improvement of the manufactured
article had been Prougnt iout.
In the construction field, where
Secretary Hoover has for two yeard
facilitated efforts to reduce sea
sonal operation through a coin
miueu of building leaders, much
accomplishment was described by
John M. Urles, a division cniot a
signed to assist Irs progress.
Contractor! Aro Ilusy
"Activity of a large number of
contractors on operation inrougn
out tho country averaged about a
third greater during the three win
ter months of 1924 than In pre
vious years," Mr. dries said. "IHir
intr the past year the total amount
of construction reached a value of
more than Jti. 000. 000,000- the
highest in our history."
This enormous construction pro
gram was executed with no marked
labor shortage or serious pressure
upon the building materials manu
facturing or transportation indus
tries, he said, and price of most
building materials actually de
creased. Ray M. Hudson, chief or the bu
reau Of simplified practice, con
tributed a series of estimates as to
annual savings made In Industry by
the reduction in types of articles
produced and general standard
ization. These were said to amount
to 91.000,000 in paving brick: $2.-
400.000 in sheet steel. 94.500.000 in
steel reinforcing bars. $5-500.000 In
range boilers. 910.000.000 In build
ers" hardware and as much as
9-00,000.000 In lumber.
Mshtiur Industry HcIihh!
Julius Klein, director of tho bu
reau of foreign and domestic com
merce, described the rise of the
farmers co-operative and the ef
forts of the department to help
eliminate waste in domestic dis
tribution. Henry (VMnlley. com
missioner of fisheries, cited con
crete examples of saving in tho
fishing industry, and A. H. Harber,
director of the national conference
on street and railway safety, in
stanced tho mounting curve of human,-
material and financial losses
due to street and highway acci
dents as one of the most conspicu
ous examples of waste In modern
America life.
Mr. Hoover urged thnt Amer
icans residing abroad and engnged
in business there bo relieved of
federal taxation, on the ground
that this hindered American trade
expansion. He advocated the re
duction of fees charged for visas on
passports.
A codification of navigation laws,
and a transfer from the treasury
to commerce departments of the
work of measuring vessel tonnage
were also suggested. He asked that
new buildings be provided in Wash
ing for the bureaus of the com
merce department' and advocated
the establishment in permanent
legislation of tho appropriations
for the bureau of foreign and do
mestic commerce.
