Kuvluwb History of Plant The total expenditures on these properties was about S10S.OOu.000 of which less than $5,000,000 was spent upon this isolated and tern oorary steam plant. Tho steam plant was erected on the property of the Alabama Power company which reserved title to tho land on agreed conditions with tho Wilson administration for which this nu ministration in not renponslbln and which gave to them tho right to j purchase the Oorgas steam plnnt. 'The proposal mndo by Mr. I'ova for the purchase of this entire equipment involved tho payment by him of 15,000.000 for the en tire plant, including; the above and Isolated temporary steam plant. They also involved many other conditions with regard to the com pletion of the waterpower, etc. No disposal of. government property can rightfully bo made by nny nil ministratlve officer without the approval of congress, nnd I as tho responsible officer in this mattor referred Mr. Ford s offer to con gress, which has so far not acted upon It. On tho other hand it must be borne in mind that for this single item in the entire equipment the government hns secured $.1,500,000 as against $5,000,000 offered by Mr. Ford for the entire plant and equipment.
