In a letter sent out by Secretary of Ststo Koier to sheriffs and other penco officers of the state he states that after July 1 no automobilo registration will he granted a motor vehiclo license un less the owner shall, at the same time that he applies for a license plate, make application (or a certificate of title to hie vehicle or show that such application haa already been made.
