This money was iiraed over as aforesaid in June anil ihi early part of July, 1924. No itom iirf itateraent covering the cspendi ure of this money was ever made by ihe superintendent of the Anti-bnl-xn league to the commissioner. A portion of this fund was spent in high '.long, debauchery and immorality up oo Ihe part of so-called investigating iienta. No prosecutions have resulted from the activities of these agents. It i, claimed by the governor, the pro hibition commissioner and the all irmtendent of the Anti-Saloon lea cue that said $1500 was expended in older to secure evidence for the pur pose of convicting 'large rum run ners.' The governor has asserted that :he money was well pent, and it is calimed that prosecutious will result. However, up to the present time no large 'ruin Tinnier has beeu arrested jr convicted as a result of said in- fstigation. Considerable time has 'lapsed since the investigations were made, and Weinberg, the chief nivcv tigator, has departed from the state of Oregon to answer an indictment in the state of New lork. 'A general statement has been sub' mitted to the committee by the su perintendent of the Anti-.Saloon lea- sue covering the expenditure of the aid sum of $l."i00. This statement shows that large gums were expended for hotels ami meals for Mr. and Mr?. Weinberg and guests cousistin 'large rum runners': and that !rtiou of said sum was expended for 'taxi, auto hire, cigars, drinks, etc. Hone; was spent freely by these "Eents in houses of prostitution for the purpose of purchasing drinks aim (or other purposes which were im proper. The commissioner, however has immediately discharged such employes as soon as their conduct became known to him. It has been difficult for him to secure the services of competent and trustworthy men, and i the governor has appointed too ninny ! special agents without any knowledge oi their character or qualifications us law enforcement officers. "7 The department! has been con ducted upon the theory, at least in part, that it was better to capture n corrupt official than a bootlegger and hns been unduly concerned ubout thi conduct of public officials. "8 The report of tho commission er with respect to the results obtain ed by his ofrice is exaggerated and in accurate. The best results in the en forcement of the prohibition law have beeu obtained under the direction of duly elected sheriffs and district at torneys of the various counties. Al though special ngenta were paid by the district attorneys of the various co.unties they were reuuired to re port to the commissioner and the re sults of tbe'iT word arc credited to the commissioner as though ihey were working under his immediate direc tion. In addition thereto, large credit is taken for work of which neither Mr. (.'leaver nor Jus assistant had th. slightest part. In some counties the commissioner is entitled to credit. "i The commissioner has done practically nothing towards the en forcement of the narcotic law. The narcotic evil is one of the most ser ious mutters confronting the. .people of tills Htttte nnd the., work of tho commissioner in Ihe. enforcement of nnrrotic laws has been almost nil. 'The fines and forfeitures obtain ed by the various countb'R in the en forcement of the prohibition laws should be expended for the purpose of enforcing Ihe various prohibition acts. The major portion of tho money thus obtained should be expended under the direction and control of the district attorneys and sheriffs of the various counties. Their work should be supplemented by a '"flying squad ron" of carefully selected and com petent law enforcing officers to be selected by the attorney-general and required to co-operate with the vari ous law enforcing officers of the state. Theso officers will be able to perform valuable service in working and co-operating with the sheriffs. "Disregard for law ta a more seri ous menace than the evils resulting from the liquor traffic. Tho duty of enforcing the laws should be placed squarely upon tho shoulders of sher iffs and district attorneys nnd they should be assisted by tho stato offi cers to bo selected as hereinbefore Btated." Representative Hurlburt signed n brief supplemantal report declaring that "in many instances the work the prohibition commissioner has been m"st commendable and he has -accomplished considerable substantial good which could not have been accom plished by local officers."
