At the brad of this campaign Is the American Automobile At-ndation. All uf its resources, through iu nipm bcr clubs in every state, arc bciif organized for the purpose. Uniform Law la Aim What is wauted is a universal state certificate t title law to help reduce automobile thrfttt. Twelve states which have already adopted such legislation will support the A. A. A. in it campaign whJi proof that this law lias cut down the number of stolen ears considerably, lias placed many auto thieves behind bars and has also brought about a reduction in automobile theft insur ance rates. Thefts Cut In Half Maryland and Mieliigau, for in stance, report a oO per cent reduc tion in theft losses while, the recov ery of stolen cars iu these states was Uo per cent since, passage, of the law. ''Automobilo thieves aro able in carry qu their -practices with impun ity because in most states it is unnec essary to prove or register title when a car is bought or sold," says Hoy Brtton, chairman of the legislative board of the A. A. A. "We cannot expect to atop organ ized automobile thievery until all the states adopt a unifurm anti-theft law. After that there must he efficient co operation between the states in exe--cuting such laws and never failiug punishment for breech of their pro visions," Provisions The law sponsored by tJie A. A. A. has these provisions: 1. Compulsory issuance of certifi cate of title and evidence of regis tration. 2. Regulation of purchase and saie or other transfer of auto ownership. 3. Regulation and licensing of deal ers in used cars. 4. Provisions to facilitate recovery of stolen autos. While definite figures are not avail able, it is estimated that hundreds of millions of dollars in commercial loss es and road repairs annually are caus ed hy snow left on the highways.
