WASHINGTON, Feb. 7. Mretinjs
of 4J out of the -IS state legislature
in the country tJiis year will inaugur
ate a national campaign for legiMa
tion to eliminate the auto thief.
At the brad of this campaign Is
the American Automobile At-ndation.
All uf its resources, through iu nipm
bcr clubs in every state, arc bciif
organized for the purpose.
Uniform Law la Aim
What is wauted is a universal state
certificate t title law to help reduce
automobile thrfttt.
Twelve states which have already
adopted such legislation will support
the A. A. A. in it campaign whJi
proof that this law lias cut down the
number of stolen ears considerably,
lias placed many auto thieves behind
bars and has also brought about a
reduction in automobile theft insur
ance rates.
Thefts Cut In Half
Maryland and Mieliigau, for in
stance, report a oO per cent reduc
tion in theft losses while, the recov
ery of stolen cars iu these states was
Uo per cent since, passage, of the law.
''Automobilo thieves aro able in
carry qu their -practices with impun
ity because in most states it is unnec
essary to prove or register title when
a car is bought or sold," says Hoy
Brtton, chairman of the legislative
board of the A. A. A.
"We cannot expect to atop organ
ized automobile thievery until all the
states adopt a unifurm anti-theft law.
After that there must he efficient co
operation between the states in exe--cuting
such laws and never failiug
punishment for breech of their pro
visions," Provisions
The law sponsored by tJie A. A. A.
has these provisions:
1. Compulsory issuance of certifi
cate of title and evidence of regis
tration. 2. Regulation of purchase and saie
or other transfer of auto ownership.
3. Regulation and licensing of deal
ers in used cars.
4. Provisions to facilitate recovery
of stolen autos.
Lower Fatalities
Despite a 111 per cent rise in the
registration of automobiles hint year,
motor fatalities decreased by 111 pur
cent, according to the National Auto
mobilo Chamber of Commerce. Snn
Francisco, rhiladclriiia and Chicago
report improvement in traffic conlr'.-l.
. . Poll Tax First
Motorists who have not p:iid their
poll tax in Virginia cannot get their
ltl-.l auto licenses before they do ho.
This is a new method Virginia hns
put into effect to collect dclinrjuent
voting taxes.
Forest Road Work
More than 1S0O miles of roads were
constructed within or adjacent to the
147 national forests during the year

when it meets this year, for the paa
sago of a law making snow removal
on the principal state highways com
pulnory. ' This is the program mapped out for
its campaigners this year hy the Am
erican Automobile Association. It is
tho result of a study which empha
sized the handicap on transportation
and the heavy extra expenditures in
curred by tho negligence in highway
atmw removal.
While definite figures are not avail
able, it is estimated that hundreds of
millions of dollars in commercial loss
es and road repairs annually are caus
ed hy snow left on the highways.
New York City alone suffered a hrsa
of $00.01,0,000 ns theresult of one
snowstorm in iitJU. !
There arc .'Hi states over which j
snow mils to a deptii ot ju mci.es or .
more each year. It is planned ' to
center the snow removal campaign in
theso states.
Those states had 3-1.000 miles of
improved highways on a definite
snow-removal basis for the winter of
I,ast winter it was increased
to 4.1,000 miles. The estimate for this
winter is 4K.000 miles.
Hut this constitutes only 04 per
cent of the improved highways over
which the program should be effec
tive, reports the A. A. A. The or
ganization's campaign for compulsory
snow removal in the snow states, is
expected to increase t'ns percentage
considerably and perpetuate the prac
tice. Another Bus City

Are they putting I he cart before
