A bill providing for a con vention system of nominating canrli datea and making persona so selected responsible to the party nominating them was introduced in the house ly the Jackson county delegation yester day afternoon. The bill would not con flict with tbe preaent primary election luws, but would supplement them, ac cording to Lowgill, Jackson county, I'recinct committeemen would bold the county convention on tha flrit Tuesday In February starting In 1DUH. These county conventions would .elect xo per cent of their number as state convention delegates. This system is diametrically oppO' site to tha Mills convention bill intrO' duccd Tuesday In that it would pro vide for a prc-convention system in- etead of a post primary scheme. It would not keep independents from be ing nominated unner the existing sys tern of Oregon primaries. TWO MEASURES BACKED HOSEBURO. Ore, Jan. 22. The ' Douglas county delegation in the Into legilsature ts being asked by tbe city of nosehurg to sponsor two measures which it is believed will be of benefit to the cities of the state. One is an amendment to the Ban croft bonding act, which permits property owners to bond their property for city improvements. The jaw provides so penalty or interest for delinquent payment and , cities have been placed to considerable ex pense where foreclosures were not started Immediately, An amendment permitting the cities to assess a pen alty and charge interest where pay ments are allowed to Become delin quent will be proposed. . Another measure suggested hy tbe city would amend the agricultural bill so that citiea would be permitted to license hawkers using the streets to dispose of their products. The law. as it stands at present, does not al low cities to charge a license or fee gainst farmer peddling or hawking agricultural products. The proposed amendment would not interfere with peddling from house to bouse, but would permit the city to collect a fee where wagons or trucks contain ing farm product were stopped npon the main atreeta and the gooda sold to tbe nubile in competition with estab lished mercantile establishments. The amendments are aimed largely at California orange growers, who dur ing the past months, have been bring ing truck loada of oranges north, topping their trucks on the main business streets and selling oranges Id bulk lota to the public. OP) Costa Rica filed her resignstlon from the League of Nations today transmitting with her message a check for back duea.
