House Bill Diametrically

STATE HOUSE, SALEM, Or.
Jan. JJ. A bill providing for a con
vention system of nominating canrli
datea and making persona so selected
responsible to the party nominating
them was introduced in the house ly
the Jackson county delegation yester
day afternoon. The bill would not con
flict with tbe preaent primary election
luws, but would supplement them, ac
cording to Lowgill, Jackson county,
I'recinct committeemen would bold
the county convention on tha flrit
Tuesday In February starting In 1DUH.
These county conventions would .elect
xo per cent of their number as state
convention delegates.
This system is diametrically oppO'
site to tha Mills convention bill intrO'
duccd Tuesday In that it would pro
vide for a prc-convention system in-
etead of a post primary scheme. It
would not keep independents from be
ing nominated unner the existing sys
tern of Oregon primaries.
TWO MEASURES BACKED

Into legilsature ts being asked by tbe
city of nosehurg to sponsor two
measures which it is believed will be
of benefit to the cities of the state.
One is an amendment to the Ban
croft bonding act, which permits
property owners to bond their
property for city improvements. The
jaw provides so penalty or interest
for delinquent payment and , cities
have been placed to considerable ex
pense where foreclosures were not
started Immediately, An amendment
permitting the cities to assess a pen
alty and charge interest where pay
ments are allowed to Become delin
quent will be proposed. .
Another measure suggested hy tbe
city would amend the agricultural
bill so that citiea would be permitted
to license hawkers using the streets
to dispose of their products. The law.
as it stands at present, does not al
low cities to charge a license or fee
gainst farmer peddling or hawking
agricultural products. The proposed
amendment would not interfere with
peddling from house to bouse, but
would permit the city to collect a
fee where wagons or trucks contain
ing farm product were stopped npon
the main atreeta and the gooda sold to
tbe nubile in competition with estab
lished mercantile establishments. The
amendments are aimed largely at

Costa Rica fixed January 1 aa the

council acts"
WASHINGTON, Jan. 22. En
dorsement by the farm group in con
gress and early enactment of a modi
fied McNary-Haughen , farm , relief
measure Is sought by the American
council of agriculture. ',
Argument in favor of the modified
bill were presented at a Joint meeting
laat night of the senate and house
agriculture committees. ., . ,
Hearing of tbe council s spokesmen
by the committee was in line with a
plan on the part of the congeraafonsl
farm group to get behind some farm
relief bill In the hope that it can be
passed at this session. No decision
was reached as to what attitude
should be taken on the council's bill.
Feature Cut.
The committee was told that the
bill, while following th general lines
of th originsl McNary-Haugen meas
ure waa defeated in the bouse laat
session, contained none of what were
considered as the main objectionable
faeturaa of that measure.
Not only will the tariff law be let
alone by the new measure, witnesses
contended, but tbe price ratio provis
ions of tbe first bill, bare been
stricken out,
A farm export corporation would be
organized and financed by an -advance
of S.IO.OOO.OOO from the war finance
corporation, to be reimbursed by com
mission charges for hsndllng farm
commodities. The purpose of the bill
would be to divert surplus American
farm products into the foreign trade
at profitable prirea.
Emergency Exlstant
The emergency in agriculture haa
not passed, witnesses declared, and
unlesa aorae aid is given, mnrp far
mers will be driven i the c'fjja jo the
detriment of agrlriili'it'c, industry and
the country ge-irmlly.
All of the farm spokesmen agreed
that the farmer's d'fficulty was due
to an economic situation compelling
th farmer to buy "in a highly pro
tected market and aell in a low world
market." They declared the best wsy
to solve the problem was to bring ag
riculture into the protected circle
with "industry and labor," and then
gradually lower the protection.
