The summoning of Hooper to Washing ton was believed to have been Influenced by the' decision of the United States cir cuit court of appeals which dissolved on injunction obtained by the Pennsylvania road which tied the hands of the lnbor board to R large extent. 1 The Injnnetion wns handed down by District Judge Paige, and prevented the board from making public decisions on disputes and otherwise limited its pow er. Judge Paige-wns -reversed in every particular by the decision of the higher court, which held the hoard had sweep ing powers to act to prevent a rail tieup.
