choice of two propositions:

2 Coal to be mined for municipal and
state needs, and surplus to be disposed
of according to the wishes of a commit

ton was believed to have been Influenced

road which tied the hands of the lnbor

The Injnnetion wns handed down by
District Judge Paige, and prevented the
board from making public decisions on
disputes and otherwise limited its pow
er. Judge Paige-wns -reversed in every
particular by the decision of the higher
court, which held the hoard had sweep
ing powers to act to prevent a rail tieup.
After the conference with President
Ilnrding. Hooper is expecting to exercise
these powers along a plan to he mapped
