McKinney Members A water board waa created by the city council laat night by the paaaage of an ordinance and the naming of E. V. Lee, M. Srarverud, C. S. Frank, H. M. Day and B. B. McKinney aa member! of the board. The ordi nance, which bad been drawn up by City Attorney Pipea, waa read, and. after several amendments, waa paus ed by all mum here voting yea except Councilman Dorr. He did not like the Idea of the board having auper vittlon over the power plant, as pro vided In the ordlnuni:e. , Provisions of the ordinance are as follows: Tho members of the board shall draw lots for the tnrniB of one, two, thri'H, four mid f."ve years, and the length of the term of each mem ber eleeleil, beginning with 1912, shall be five years, one to be elected each year from each of the four wards of the city and one at large. The board shall have entire control of the water plant and the power plant and to make extenslona aa are deemed advisable, have entire con trol of all the water funds and dis bursements. The board shall elect a president and vice-president and la empowered to employ a secretary and such other help aa may bo de sired. The board ahall sell water and" power to the public at a unl form rate to be fixed by It and ahall prescribe suitable rules and regula tions for the operation of the system. The ordinance becomes effective, al ter the mayor's signature ia affltid. Iloaodary Election " , Another Important matter attend ed to by the council laat night waa ruing a date for the election to de cide whether or not certain outlying territory ahall be annexed to the city. inn was voted upon nearly a year ago, but It waa found that the elec tion was void because the people re siding in the territory desired to be annexed were not given a vote In the matter. The date of the election was fixed as Friday, March 24th. The Toting place for those outside the city Is to be the old vinegar fac tory at the corner of West Second and tilair streets. The Judge of the election there will be M. B. Huntley, A. W. Lewis and Willis Nlcboia. This Is the land of sunshine, milk and honey. . We spent Sunday in the show city of California. It has wide streets, well paved and Judging from appearances the people take great civic pride in their city. Pas adena as well as Los Angeles is a rich man's town. A poor man has no business hi either place. From Pasadena we visited the Wentworth hotel between Los Aangeles and Pas adena. This structure covers several aeres of ground and ia built of con crete and I am told It is to be when finished ten stories high. It is now five stories; high and bas been lying unfinished several years. Everything in California is done on a big scale and from the nature of their soil to have a nice place here. One would have to stand with the water hose in one hand and his purse in the other, most of the time in the summer seasou. We have not been ljoiueslck since we came here from lack of rain, but think it is most time we were making garden j in the laud of the big red apples, so will take the boat for Portland on !
