When Mr. Aldrich arises to ad dress -the members of the Chamber of Commerce, he will almost certainly be asked to explain what he and his commission think of the Chambers' "plan", submitted by Its special cur rency committee three years ago and approved by it. That plan proposed, first, the creation of a central bank of issue something like the old Bank of the United States based on the system of the Bank of Germany or the Bank of France; such bank to deal exclusively with banks; its stocks to be owned in part by bank ing institutions and In part by the government; but In its management represetatives of the government to be supreme; this centra! bank to is sue currency, rediscount for other banks, hold public money and act as agent of the gjvernment in redeem ing Its paper money and making its disbursements. A3 an alternative to this the cham ber's plan proposed that aJdllional powers of note issue be granted to national banks whose, bond-secured circulation amounts to at least 50 per cent of Kieir total capital; these cred it notes to pay a graduated tax rang ing from 2 per cent to 6 per cent; the proceeds of this graduated tax to constitute a guaranty fund.
