Gan tenbeln, of the Circuit Court for Multnomah County, in the case of Sylvester Farrell vs. the Port of Portland, the Supreme Court this morning validated the adoption of the amendment to the act creating the port, authorizing the Issuance of $500,000 bonds for the purpose of establishing and maintaining an ef ficient towage and pilotage service between Portland and the sea. The opinion Is written by Chief Justice Bean. This action was brought to enjoin the Board of Commissioners from carrying Into effect the provision of the amendment, which was proposed by the Initiative and adopted by the voters on the ground that such law Is void. In passing upon the salient features of the case the court held that the Port of Portland Is a muni cipal coroporation organized in pur suance of an act of the Legislature of 1901,-but that it Is neither a city or a town in the strict, technical sense.
