LUMBER RATE DECISION IS MILLKN'S VICTORY Regarding the lumber rate decision No other disease causes such wide-spread suffering as Rheilraatisra. It fa a nerve rackinir torture, mid so thoroughly does it dominate the system, when it becomes entrenched in the blood, that its victims are usually com-, by the Interstate commerce conimis- plete slaves to pain. Washing ton otid Oregon and "all of Idaho to Eastern territory are established under a decision In tfcp cif" of the Potlach Lumber Companv and others against the Northern. Pacific and other roads. Rates from the Spo kane districts are ordered lower than from th'e Pacific coast. The decision Is that these rates should be made more uniform , differentials under coast rates than were in effect prior to November 1, 1907, on the general grounds that from this district the haul is much shorter, and mountain grades over the Cascades and the long haul through a wide, treeless, farming section Intervening between the .coast and the Spokane district are "not Incidents to this transporta tion, as they are to transportation from the coast. Iioner Iditos From Volley Mill. 111. its decision in the Western Ore gon lumber manufacturers' case, the commission decides that .the advanced rate of $5 per ton from all mills In the Willamette Valley, not including Portland, is unjust and unreasonable; that from mills upon the east bank and upon the west bank, south of Corvallls, the rate should not .ex ceed TX cents per 100: pounds, or $3.4 0 per ton., and that from points hnpon the west bank north of Corvallls the rate should not exceed $3.65 per ton. No reduction is rtlade In the rate from Portland, since shippers from that point have the benefit of the water rate and are not dependent upon rail carriers for reaching the San Francisco market and the rate of $3.10 per ton has not been in force from there for the last four years. Open Gateway Only to Utah. In the Portland gateway cases the commission holds that a satisfactory through route, within the meaning of the statute, already exists from Washington points to Colorado com mon points and' destinations east thereof, and that, therefore. It has no authority to publish another route to these destinations.' The Northern Pacific Railway, Northern Pacific Terminal Company of Oregon, Oregon Railroad & Navi gation, Oregon Short Line, and the Union Pacific Railroad are, however, required to estnbllsh through routes for transportation of lumber from points on the line of the Northern Pacific; Railway in Washington, north of Portland, Oregon, as far as Seattle, through Portland to Ogden and Salt Lake City, and common points In Utah, and a rate of '40 cents per 100 pounds on fir and spruce lumber and 50 cents per 100 pounds on cedar and shingles, is prescribed for such through transportatino. It Is to be a memorial to be left by the out going graduating class, and what adds t,o Its fitness Is that It is to be dedicated to the memory of the late "D-id" Trine. The class voted the' gift, at a meeting yesterday. . and named a committee consisting of Cooke, Karnsworth and Hrodle to have charge of the purchase: and placing of the fountain, The site it Is to occupy Is yet to be selected. Its dedication to the late Mr Trine, whoso work at the college, after sev eral years of usefulness, was Inter rupted by an untimely death, is ap proprate beyond compare. He was, as physical director of the Institu tion, a man of great personal merit, and was deeply beloved by those who passed under his Instruction, sev eral of whom are members of the outgoing class. "Bob" La Fol lette a name, pronounced by uocnens of Wisconsin, "fou old-time football gladiator," precipitated a genuinely spontaneous demonstration. It was unorganized but was not in spots. It permeated the vast assemblage, ris ing as from the insistent roar of the common people manifesting their ad miration for the Wisconsin senator Taft's demonstration was largely conffned to the delegates, many of whom would gladly have broken from the harness which hitched them to the "steam roller." Not even La Follette's warmest supporters hoped for such a magnificent ovation. Foil tlclans were almost paralysed with astonishment. . ' "This is conspiracy to prevent vote on the presidential nomination,' complained a gray-haired old veteran on the main platform, as the minutes passed and there was undiminished ardor of the La Follette enthusiasm. "No. old man,'.' someone whispered "it's the American people who are doing this. Chicago Surprised. Chicago talked it over all night. Is talking' It yet. Lodge, who had beamed while there was Taft Cheer ing, pounded the gavel f "top the La Follette cheering. Every whack cauBed increased La Follette cheer ing and the "stem roller" for those moments stood motlonless.- "There-hasn't been one golden sentence In this convention," said a correspondent. "When Cochens had told his party truths which hurt, but told them in the earnest manner of the man whose heart was in his ut terances," the newspaper man said:- "There Js eloquence of truth. ' Strikers in the galleries in the middle ot Cochem's address tried to hiss. - It only caused the multitude to roar louder their approval of La Follette's brave supporters. Party chiefs were nervous through out the day over, the situation. The convention voted down La Follette'B amendments for the popular election of senators and valuation of railroad property.
