There was a good deal of excite ment in Eugene, over the university appropriation measure, and for a while it looked as if it were going to be snowed under, but rallied at the last and pulled through. We had some campaign here, the wet and dry question, and the ex-saloon keep ers were a good deal worked up over it for a while, but prohibition car ried by a big vote." The Eugene Guard has not given pnofund study to the subject of cere bral disorders. It takes a view of an Important question which indicates a shallow investigation. It says: "Now that the people of Oregon have voted In favor of scattering the state institutions, Pendleton Is pul ling for a branch asylum. Regretting the. necessity of opposing as enter prising town as the Umatilla metrop olis, we feel it our duty to call at tention to the fact that the asylum should always be located in Linn or Marlon counties, w.here its largest patronage should come from." But all experience shows witn un failing directness that the surest means of restoring mental disorders is a removal from such environments and conditions as were the prevailing cause of the disarrangement. It necessarily follows, therefore, that Pendleton is the best place In the state for a hopeful treatment of the unfortunates referred to by the Guard. Umatilla county gave Cane over 300 majority.
