In performing the sacred duties of the day as required, by national orders, first in decorat ing the graves of comrades of the Civil war, as well as the graves of the veterans of the Spanish-American war. These graves were all docorat ed by the Ladles of the O. A, R, the previous day as well. From this the ladles marched to the Ladles of the O. A. It. plat, where a very able speech was given by Rev. H. N. Mount, which was highly ap preciated by the members of Rich Mountain circle No. 4, L. of Q. A. The Port- lanj liuse Festival opened with all Portland In a holiday humor, flower wreathed windows and roses In evi dence everywhere. Thousands of visitors from outside pom lb are In the city, and Incoming crowds are greet ed by an immense Arch of Welcome erected at the approach of the Un ion Station. The Mosquito Fleet lies at anchor In the harbor, an excursion of over 100 people, under the aus pices of the Sacramento Valley De velopment League, arrived this morn ing from the South. Judging from tho crowds on the streets and around The Guard's bulletin boards eager to learn the latest news of returns. The entire county Republican tick et 1b elected by good majorities ex cept the sheriff, Hurry Bown getting in by several hundred, although it is hard to estimate his majority owing to the slowness of the work of count ing the ballots in the large precincts. It will be some time this evening be fore all the ballots, cast in the Eu: gene precincts will have been count ed. A good many of the outside re turns are inenough to tell that the county Is dry again, this time by per haps 300 majority. The University of Oregon appropriation will carry In Eugene by about 1500, very few votes being cast against it here. Some of the country precincts however are about evenly divided on the question, while others give the appropriation a good majority. According to mes sages received here this afternoon from Portland the indications are that the appropriation will carry. F. T. Plank, Republican, Is again elected constable of the Eugene dis trict by a good majority over George Croner, the Democratic nominee. Constable Plank's majority is probably 300. R. S. Bryson is elected justice of the peace again over Geo. W. Klnsey, the Democratic nominee.
