The minority renort. wiiirh l sign ed by Representatives Sims, of Ti-n-nss,v, urn! Ryan, of New York rec ommends the passage of the Siev ns bill to place wood pulp and print paper upon the free list. The majority report says: Witnesses appearing In behalf ,if the contentions of the American Newspaper Publishers' Association have been given respectful attention, and all statements and evidence pre sented by John Norris. who appeared as the special representative or that organization, were duly weig.ied. Not all publishers who offered to appear did appear, and there are many whom the committee would like to examine. It seems probable that publishers paying high prices most readily re sponded to the inquiries of the commute-. 1'hile there appears to have been complaint on the part of paper manu facturers that the selling price of paper for 1S06 was too low to bo fairly remunerative, yet we are In clined to rhlnlthat It was not until the summer of I!n7 that there was a g"ner;Jncrease In the price of print paper. That a general Increase was in fact put Into contracts appears to be unquestioned. As to the charge of the existence of a combination In restraint of trai'e the report s:ys: "The evidence before the commis sion so far fails to prove any combi nation of print paper manufacturers to advanca prices or otherwise in re straint of trade, but considerable evl denc was presento.l which excites suspicion t'tat such a combination has been matte and is still in exist ence."
