WO REPORTS UPON
WOOD PULP TARIFF
rshingtoii. May 28. The special
'pmittee of the loose appointed on
pplaint of the American Newspa-
publishers' Association, to inves
pte the woofl pulp print paper sii
!on in relation lo the tariff, and
h reeard to an allesd consplin
restraint of trade, today sublim
it a majority and minority report.
ir;1( majority report recommends
t no' legislation aff"rtinK wood
(p and print paper be enacted until
committee has finished its' inves
jgtinn an i reported. The report
Itlares the present price of print
iffr would not to any considerable
ree be affected by the repeal of
( tariff, and "as the passage of tiie
jivens bill in its present form mislit
itll ruin to the paper Industry and
iult in ruinously high prices for
Iper in the near future, your com
ftue believes it the part of wls
)Bi, before making recotnnienda
for positive Initiation, tn
fait until its investigation has been
completed and thoronshlv digested "
The majority report, which is sign
ed by Representatives Mann, of Illi
nois, Miller, of Kansas, Stafford, of
isconsin. and Dannon, of Ohio is
a preliminary report and recom
mends titat no legislation affecting
wood pulii and print paper be en
acted until the committee has fin
ished Its investigation and renorted.
The minority renort. wiiirh l sign
ed by Representatives Sims, of Ti-n-nss,v,
urn! Ryan, of New York rec
ommends the passage of the Siev ns
bill to place wood pulp and print
paper upon the free list.
The majority report says:
Witnesses appearing In behalf ,if
the contentions of the American
Newspaper Publishers' Association
have been given respectful attention,
and all statements and evidence pre
sented by John Norris. who appeared
as the special representative or that
organization, were duly weig.ied.
Not all publishers who offered to
appear did appear, and there are
many whom the committee would
like to examine. In the tabulation
schedules ivf newspapers hut ft'W met-:
rnpulitan dailies seemed lo be the;
Ilea iest consumers. i
Krom these returns the average
price at present, including in many i
cases, freight charges, to 1 J news-!
papers, is $:! ,ti per 100: that of"
these 161 using paper in rills have
an average price of $2. ".4. and rr.S
have an average of J3.il 7 for paper
in sheets.
It seems probable that publishers
paying high prices most readily re
sponded to the inquiries of the commute-.
1'hile there appears to have been
complaint on the part of paper manu
facturers that the selling price of
paper for 1S06 was too low to bo
fairly remunerative, yet we are In
clined to rhlnlthat It was not until
the summer of I!n7 that there was a
g"ner;Jncrease In the price of print
paper. That a general Increase was
in fact put Into contracts appears to
be unquestioned.
As to the charge of the existence
of a combination In restraint of
trai'e the report s:ys:
"The evidence before the commis
sion so far fails to prove any combi
nation of print paper manufacturers
to advanca prices or otherwise in re
straint of trade, but considerable evl
denc was presento.l which excites
suspicion t'tat such a combination
has been matte and is still in exist
ence." As to the Tariff.
"That the evidence taken so far
