KlilKAV, APRIL 24, l!OH 0RKCDX ELECTRIC SIIIH I.I) UK IU1I.T DIRECT TO KKiENE The Guard thinks there should he . effort made to secure ear- Uer completion of the Oregon Elec tric Railway to Eugene tnan is now plsnned by the company. It seems to us that a delegation of business men and property owners should visit tie officials of the road in Portland, and offer them inducements in the snaue of rights-of-way through Lane county and terminal facilities in Eu gene if they will consent to push con struction work directly toward this city, Instead of first completing branch lines throughout the lower ralley. It seems to us that we might jet this road into Eugene In eighteen months, instead of waiting three rears for It, if the proper effort was made. Electric road building will do more for the Willamette valley than any other projected enterprise. They will bring people to buy small places, and with the Increase In population there will come factories and payrolls, be cause the people will be here to buy the goods they make. Cities like Eu gene will grow with the increase In, population of. the country tributary to them. With the Oregon Electric terminal here we will have a railroad centre that will attract the attention of jobbers, as well as other railroads, ind it will be easier to secure the ter minal of the great Natron-Klamnth-Falls-Ontarlo extension which Harri nan Kill build across the mountains In the course of a few years. Why not try to get the Oregon Electric to push directly through the valley to Eugene? S0MK OF THE REASONS WHY CiOLI) FIA'CTl'ATKS Cold is the measure of value and the most exchangeable of commodi-j ii is me lact tnat it possesses , these nuallties which gives It a spec ial value In periods of Impaired credit and commercial strain, writes C. A. Conant In March Putnam's. At such times the value of gold rises as prices fall, ami gold stands out as the most desirable of created things the one praiiice for which men contend In world's market places. The reverse is true in periods of i Proiimrity and expanding credit. The nan who pins away gold at the bi Slnning :f a period of expansion In order t0 part with it at the height of Prosperity would find that his gald had shrunk in value in relation to other things. Just as in the crisis he ""ds that these other things have shrunk In relation to gold. But the Pcocws Is auch a gradual one when P'ices rise and gold falls that It fakes no such appeal to the imagina tion as the sudden collanse of credit . i the scramble for gold which ouy caused the very pulse-throbs the engines of the Lusltania to be anxiously counted as she brought precious cargo of the yellow me - the relief of ,e New York r.. . The "statement of December 3 showed that national banks of tho country had outstanding about sixty five millions of clearing house certif ii ales. All these have now been re tired. The last statement showed that the hanks held the record total of 82 6 millions cash coin, legal ten der and bank notes, against 732 mil lions In August, which was high-water mark at that time. Since Decern, ber 3 they have gained 80 millions in gold alone, and their cash holdings now amount to twenty per cent of their combined individual deposits. In short, the position of the banks is decidedly "strong." As regards that important element in business, the banking situation, nothing bet ter could be asked for. Evidently, as a stop-gap with which to meet the crisis, the clearing house certificates that were resorted to lust fall served most admirably. They performed, safely and cheaply, exactly the function that was neces saryand none other. Why, then set up ull the ponderous, dubious, possibly and probably harmful ma chinery that is proposed by the Al drieh hill to do the same tiling? What, really, Is the Impelling mo tive behind that piece of legislation? True, the bill has been Improved by amendment, h was so bad origlnnl- ly that any amendment would have Improved it. Though better by com parison, it is still positively bad. We hope the house will bury it. .Ml'SIC HATH CMAKMN (Poratello Tribune.) Nero sat upon a high bluff nnd fiddled while Home burned. There was a reminder of this classic Inci dent In Chelsea the oilier night when that clly was being reduced to ruins. A piano bad been dragged out of a burning house and deposited on vacant lot. There were many hnn dreds of awe-stricken men, women and children thereabouts. Four young men formed the centre of the group and they were singing wlih all their might "We Won't Go Home I'ntil .Morning," to the accompani ment of the piano. Lurid flumes ' were in fr uit of them, smoking ruins behind them, and on all sides were flaming buildings and wild scenes. Hut they sang on and the crowd lu- cn am d. At first there was a dlspo-i sitlon on the part of the police to nr. ! rest tile merrymakers, but it was i -:oon learned that the men had lost everything they possessed in Hie way, of furniture, and were merely trying io drive away the depressing spirit.' They could rend'T no assistance to the more unfortunate, so they lilt on the nuvel plan of breaking through, the conventionalities of a serloiiB I proposition In order. If possible, to' spread a measure of cheer over a des olate aspect. In their audience were' many women who laughed and cried alternately. At one time, It Is as serted, the chorus was swelled by a thousand voices. i f Welch Line ami ODregon KliK-lrlr (Salem Statesman.)
