The report of the canvassing board for the sneclal elec tion alst Saturday was read and plac ed on file. Mayor Matlock read the following proclamation, which was adopted: Whereas, there was submitted to the people of the city of Eugene, Oregon, at a special election for that p.irpose on the lsth day of April, 1HOK, an initiative proposal after be ing ordained by the Common Coun cil. pui'Hiitint to and In accordance with the general laws of the state of Oregon, for amending sections 108 ami 112 (if the charter of said city, and whereas there was at the same manner submitted to tile people of said city for their approval or re jection an Initiative proposal to amend the charter of said city by add ing a section thereto forbidding the establishment of cemeteries or addi tions thereto within the city, or tho burial of human bodies therein, ex cept under certain conditions, and ' Whereas, the votes cast at said election having been this 20th day of ApVl, 1908, duly canvassed and determined and the said amendment of said sections 108 nnd 112 as afore said having carried by an affirmative vote of (iti7 as against 171 negative votes thereon. Now, therefore, I, J. D. Matlock, mayor of said city of Kugene, by vir tue of the authority vested In me as mayor, do hereby proclaim, announce and declare that the . whole number of votes cast for and agalpst said proposed amendments are as stated above, and that said amendments re ceived , an affirmative majority lof all votes cast and that Bald proposed amendments, from the date hereof, be and the same are In full force ami offect as a law of the city of Eugene, and a part of the charter of said city. The matter of the extension of A street from the corner of the 1'nlver sity campus north to the mill race was referred to the street committee with power to act. The request of .1. McElroy for using a breeding arable near the S. P. right-of-way. Just opposite the friendly warehouse, was granted. An ordinance establishing the grade of West Seventh street from lllalr to the western limits of the city, also an ordinance for the improve ment of the same by grading and graveling, were pastil. A petition remonstrating against the change of the car 1 1 in? from Alder street to A street, signed bp a num ber of persons Interested, was placed on file. The matter was referred to the street committee for investigation. The fire and water committee and the chief of the fire department were instructed to prepare an ordinance defining the powers and duties of the fire and water committee, of the chief, driver and of all the officers of the fire companies.
