Al'IilL I I, 1008 MAYOR AMI ('Ol'XCIL HAVE Si:il l'.i u r.i.ij CITY OK KKiENE The annual message of Mayor Mat lock Is printed in full in today's Guard. It Is a comprehensive docu ment, dealing with the affairs of the city In a business-like manner, and showing a thorough knowledge of ex isting conditions, as well as of the needs of the future. Most impor tant of all, It proves that we have an executive who is devoting much of lis time to the city and giving to the public service the benefit of a thor oughly trained business mind. The message should be carefully read by eiery resident of Eugene, in order that all may become better acquaint ed with the affairs of the city.. In say. lug this we do not agree with all the recommendations made by his honor, hut we do give him credit for sincer ity aid honesty in his acts and recom mendations. Eugene is passing through a period of transition from the country town into a real city, with a broader, more expensive scheme of government, and this fact alone calls for clear-headed businessmen at the head of its af fairs. They must be alive to the changing conditions, and broad Hough to meet themyot withal con strvatlve to the extent of taking no radical action Hint would plunge the city into Indebtedness beyond its power to meet the obligations. Fur thermore, the likelihood that the city will take over the water system and make costly extensions and improve ments that the necessities of the mu nicipality demand greatly Increases the responsibility of the mayor and council. And In this connection The Guard will say unhesitatingly and without reserve ihat It believes the city was never better served by pub lic officials than It has been during the past year. In the face of a bit ter factional fight they have gone steadily ahead, carrying out ante electlon pledges to the people, and pushing forward a program of pub lic Improvement that has already made Eugene a city of marked im portance In the Northwest. Several good men have Just retired from the council, but there is every reason to believe that the men who succeed them are equally well fitted for their duties and that another two years of wise city government may he confi dently looked forward to years of Progress and improvement unparal leled In our history. CITY SHOULD BUY l'RKSE.VT WATER PLANT The Guard believes that the vot f of Eugene should declare in fa or of the purchase of the Willam te Valley Company's water plant at tie coming special election. It may that the price is too high, con sidering its actual cost and the con- "'"uo ot some of the mains, but it will mean Immediate municipal own. I I p Right or irrons. it required ni-al . courage of a hlghaorder fur one man j to stand up and vote against Sou, as Congressman Minefield did the utti.-r day. And rlsht here it may he said1 we do not believe his quilting con gress in the near future affected his vote. True, the German Kaiser il pesif: hava to worry about another lenu. but he has hie troubles just tin- .-am.-. Ho hasn't threatened to s.rike. If he doesn't get the raise in pay he has demanded, though that's no guar antee that he won't. Congressman llohson's war-talk Isn't likely to be even temporarily stopped until congress provides re building at least four battleships, and congress seems to be hanging back on tho proposition. Does the Solomon of the Chicago News wish to be responsible for a general massacre? If not, what does he mean by saying: "Cleave to the good and use a cleaver on the bad?" Those who have Bald that the Al drlch Currency bill was a bankers' measure must be astonished at the wicked swats the bankers' organiza tions are getting in on the bill. Still, wasn't it an error of Judg ment for his press bureau to send out a descriptive story on "When Taft is at his desk?" Isn't it calculated to make more laughter than votes? , No presidential candidate is daring encugh, however, to come out In fa vor of the present congress remain ing In session and revising the tariff before the election. Whatever others may say, the sub marine lobbyists have no reason to complain of any undue activity on the part of the house Investigating committee. At last the idle sons of the rich have a defender. A college profes sor Is out with the dictum that "Sav ing is worse than spending." WHY NOT AtX'El'T NEW IDEAS, IP GOOD? Few newspapers are opposed to progress, but I notice the Springfield News says "new ideas and methods in assessments will not work in Lane county." However, there are a few publications and their patrons who believe a few new ideas might work in our present methods to our bene fit and not upset any of the things worth retaining. We do accept im provements In planting, care of or chards, Implements and all business lines. P. 0. XEWEhh, Candidate for nomination for Assessor. Death Was on Ills Heels. Jesse P. Morris, of Skippers, Va., had a close call In the spring of 1906. He says: "An attack ot pneu monia left me so weak and with such a fearful cough that my friends de clared consumption had uie. and that death was on my heels. Then I was persuaded to try Dr. King's New Discovery. It helped me Immediate ly, and after taking two and a half bottles 1 was a well man again. 1 found out that New Discovery is the best remedv for coughs and lung dis eases In the world."
