The annual message of Mayor Mat
lock Is printed in full in today's
Guard. It Is a comprehensive docu
ment, dealing with the affairs of the
city In a business-like manner, and
showing a thorough knowledge of ex
isting conditions, as well as of the
needs of the future. Most impor
tant of all, It proves that we have an
executive who is devoting much of
lis time to the city and giving to the
public service the benefit of a thor
oughly trained business mind. The
message should be carefully read by
eiery resident of Eugene, in order
that all may become better acquaint
ed with the affairs of the city.. In say.
lug this we do not agree with all the
recommendations made by his honor,
hut we do give him credit for sincer
ity aid honesty in his acts and recom
mendations. Eugene is passing through a period
of transition from the country town
into a real city, with a broader, more
expensive scheme of government, and
this fact alone calls for clear-headed
businessmen at the head of its af
fairs. They must be alive to the
changing conditions, and broad
Hough to meet themyot withal con
strvatlve to the extent of taking no
radical action Hint would plunge the
city into Indebtedness beyond its
power to meet the obligations. Fur
thermore, the likelihood that the city
will take over the water system and
make costly extensions and improve
ments that the necessities of the mu
nicipality demand greatly Increases
the responsibility of the mayor and
council. And In this connection The
Guard will say unhesitatingly and
without reserve ihat It believes the
city was never better served by pub
lic officials than It has been during
the past year. In the face of a bit
ter factional fight they have gone
steadily ahead, carrying out ante
electlon pledges to the people, and
pushing forward a program of pub
lic Improvement that has already
made Eugene a city of marked im
portance In the Northwest. Several
good men have Just retired from the
council, but there is every reason to
believe that the men who succeed
them are equally well fitted for their
duties and that another two years of
wise city government may he confi
dently looked forward to years of
Progress and improvement unparal
leled In our history.

News says "new ideas and methods
in assessments will not work in Lane
county." However, there are a few

believe a few new ideas might work

will be submitted to the legal voters
of the city for npproval or rejection: 1
1. An intlniive bill filed In the
oflfce of the city recorder January 4,1
190S, providing for the amendment
of sections 10S and 112 of the city!
charter. The ballot title of this
measure states the purpose of the act
to be to strike out authority to Issue
$100,000 of eleceric light bonds and
$7"), 000 of gas light bonds, and to
increase the issuable water bonds
from $100,000 to $300,000, fix the
character and manner of issuing such
bonds and the distribution of water
revenues, authorize condemnation
proceedings in building water plant, j
provide for a water board and fix.
