Such a trouble is entirely feasible, howev er, for no contract of any sort has been signed by ell her party. What looks more ominous, however, is the fact that very little or nothing has been heard from Stanford for a num ber of weeks, and it fs time, indeed, that more definite arrangements are made. While the report may be totally without foundation it seems more than likely that thero Is some conflict between examinations and the date. May 3. in that case the day may be changed to some time later. This would be very satisfactory to Oregon, for the later the big meets come the better the condition of her men. LINN COUNTY. (Oregonlan Special.) It is announced in Albany today that the 500 names which have been signed to the petition calling for a reference to the people of the University of Oregon appropriation bill have not been properly verified, and that the entire work must be commenced over again. Also it Is stated that the petition itself does not contain ail that Is required by the referendum law, and that the two reasons will together vitiate the work accomplished thus far. The petitions were prepared by Tilman Ford, of Salem, and the defects are credited to those who launched the referendum. The announcement that the work of the referendum workers thus far Is null and void Is not received with a uniform feeling of regret here. There Is a feeling among many right here In Linn county, where the agi tation against the University appro priation first showed symptoms of life, that the movement smacks of in sincerity, personal animus and pos sibly politics. Some prominent citizens have In vestigated the matter of appropria tions for state schools of higher learning and have ascertained that the increase In appropriation for the Agricultural College at Corvallis was greater than that for the University; that the annual maintenance fund for the Corvallis school was doubled from 125,000 to $50,000; that a building fund of $130,000 for the next two years was added; that these appropriations, when added to the $10,000 or $12,000 annually re ceived from the Interest on school land fund and the large appropria tions from the Federal government, make the funds available for the Ore gon Agricultural College during the next two years greater than that available for the State University. Men who have Investigated this have no feeling against the Agri cultural College or tho University, but do feel that if the motive of the referendum people Is only one of re trenchment and an effort to curtail i the expense of higher educational institutions: supported by the state, It should reach all of thise Institu tions which, are drawing upon the public purse,, and in no event should It be directed at the State University alone. That this feeling Is growing here is evidenced! by the fact that a prom inent citizen and taxpayer, since signing the- referendum petition, has applied to cite county clerk to have his name stricken from the petition. He, among, others, feels that the effort is at least misdirected. It doesn't strike at the entire higher educational system, nor does It strike at that portion of the system which is most condemned the normal schools.. Tile (eellng Is gaining ground that the intelligent way to go at tile business, and settle it for all timu to come, is to use the initia tive and let the people, at the next election, settle the entire educational question.. Then, again, those that are active in talking the referendum in the Uni versity bill devote much time to la menting the fact that the public school system of the state dues not receive anything like the money It should,, compared with what that devoted1 to higher education. But none of them initiated a bill at the last election to Increase the money available for public schools,, nor any other measure to give a full nine months' school to boys and gtrls In the rural districts. Nor will the referendum on the University bill ac complish that result. If Services of tho- Engineering Class Arc Not Accepted At Once They Cannot Do the Work During the Vacation,. April' 20-28.. I If the services of the university students who are taking up engi neering work are not accepted very soon,, the proposed plan of having them survey the route for a canal be tween this city and the Long Tom during the spring vacation, April 20 to 28 inclusive,. will have to be drop ped,, for in order to have their ser vices preparations would have to be made at least a week before the 20th of the month. Dean McAIIster, of the engineering department, would only be too glad to have the offer accepted, but though the Commercial Club has the matter under consid eration,, no definite answer has yet been made. The men, too, will be very glad to do the work, for It would mean valuable experience to thera. No salaries would be paid, the only expenses;, the club says, being the cost of living and a few similar Items. However, before such a plan could be begun two or three camp outfits would have to be collected, which would take at least a week. Then, too, It is doubtful whether many of the men would care .to go on such short notice, even if the offer were accepted today, for some of them have already made plans for the va cation. In case the university engineers should take the matter up two or three parties would probably be made up. It is also said to be quite feas ible to finish all the surveying that would be needed at this time In a week.
