Great Britain has compelled peace in Sooth Afrion after an ex penditure of a billion and half a dol lars and a loss ol thirty thousand lives. Probably Boer losses, in cluding lives of women and chil dren sacrificed inoident to the straggle, equal those of the British. A fearful loss of life and treasure in the aggregate! Ureat Britain shoira a high order of statesmanship by giving the vanquished Boers most liberal terms. I heir enemies of tbe past tiro years oannot but beoome then lriends. Here is a synopsis of tne peace argument: The burgher foroes lay down tbeir arms and hand over all then rllles, guns and muaiiions of war . lu tbeir possession or under tbeir control. All prisoners are to bt brought back as soon as possible In Bjutb Africa, witbjut loss ol liberty or property. No aotion to ba taken against prisoners ezuepi where tbey are guilty of breiouee of the rules of war. Dutch is to be taught in the sohouls, it desired by the parents, and used in the courts if necessary. Rifles are al lowed tor protection. Military oo oupation is to be withdrawn ae Boon as possible, and self-government substituted. There is to be no tax on tbe Transvaal to pay the coet o' the war. The sum of 8,000,- 000 pounds sterling, 115 000,000, t ' to be provided tor re.t joking the Boer farms. Rebels are liable lot trial, aooording to the law of the oolony to whioh they belong. The rank and file will be disfranchised for life. Loans will be made on a year's time without interest, alter ward to draw three per oent. NO PORTLAND FLOOD YEAR. THIS Portland is not liable to have summer flood this season through Columbia river baokwater caused by melting snows on its headwaters, many hundred miles in the in terior. The Wednesday Telegram tays: A year ago yesterday the river reaobed its highest mark for 1901. The gauge In Portland regietsred 20 8 feet, the ezaot stage reported today. Mr Beals says there is now little danger of a flood. At Port land and The Dalles the river will lowly fall for several days, unless an extreme hot spelt sets in, MCKENZIE WAGON-ROAD. While raising money for the Mo Kemie wagon-road between Walter ville and the Blue River mines that section of road aorosa the moun tains should not be overlooked. With twenty-five mile of moun tain road for tbe MoKensie Bridge prtoinot supervisor to work there are but four persons subject to poll road tax, while tbe taxable proper ty amounts t3 but little. I Tbe condition of grain oontioan good, especially to tbe eastern portion of tbe state. There baa been plenty uf moisture for spring sown wheat and as tbe pltnt haa bum led nicely tbe yield promises lo be larger than usual. Fall wbeat Is beading, but owing to the cool weather, It is making alow ad vancement, and steady, mild temper ature Is now needed to mature a plump aid bard kernel. Some alfalfa baa beeoout In Southern Oregon, and clover and alfalfa la gen erally ready for harvesting, which Is retarded by the unsettled condition of tbe weatber. Pastures continue good and stock is now fat and sleek. Sbeep shearing la progressing slowly and tbe clip will probably tie an average one, Sugar tiaets In Union county are be ing thinned and tba crop Is doing nloely. Hardens, oorn, potato and hops all need warmer weatber, but they oonMnae tbrlfty and promising although very backward. Tbe warm weatber during tbe first of t be week brought In a number of en onu raging fruit reports to tbe effect that tbe damage to prunes, oherriea and pears w S uot as great as expected, but the weather later beoame unfavor able, and tbe daraane In the Willam ette valley to Italian prunes, Royal Ann oherriea and bartlett pears Is con siderable. Ia rioutlnrii and Eastern Oregon the fruit outlook Is very prom lalng, and there will undoubtedly ba plenty of berrieelu nil parts of tbe state. Early apples have dropped badly, bat winter applet, as far as can be deter minted, have set nicely. Happy Time In Old Town. " Your booklet came to my borne like a message of healtn when I had suffered with headache, backache a.nd bearing-down pains. I was weak, nervous and hysterical ana had not consulted any doctor, thinking it would pass away lo time, but instead I found that the pains Increased and were more frequent. I de cided to try Wine of Cardul and in a short time was much improved. It seemed to act like a charm. I kept up the treatment and the result was most satisfactory. Words fall to ex press my gratitude for the suffering that is now saved me. I am In fine health, physically and mentally. I can only say 'thank you', but there Is much more in my heart for you." EARING-DOWN pains are the worst that women know. If you are sufTering from this trou ble vou need not be uncertain about it. Tho pains in the abdomen and back that feel as if heavy weights were pulling down on the nerves of the stomach are "bearing-down pains". They may not lie particularly severe at present but they are growing worse.
