Albany Herald: A young man named H A GUI, of Douglas county, was arrested on the charge of stealing a Windsor bicycle from Elmer Lelb, of Eugene, and taken to tbat city and held under $200 bonds, tbe number of the wheel being the same as that stolen. Gill olalmed tbat he got tbe wheel in a raffle in Albany, but there has been no raffle of a Windsor wheel here.
