Two bills relating to the collec tion of road taxes, which have been signed by the governor and are no? law, are house bills 103 and 205. The former law requires tho county to levy a road tax of not more than 10 mills on the dollar, based on tho previous year's assessment. The fund thus created ia to be expended umlur tho direction of a count' roadmasler, who has supervision ol the supervisors. Upon the potition ot 12 freehold ers of any road district, approved by the roadmaBtor, for the improve' ruent of any road, the county oourl shall oonsider the potition, and, if approved, shall ask for sealed bids for the performance of the work and furnishing of the material needed, and let the oontraot to the best .bidder, provided, liowover, that the oourt may reject any aud all bids. The court la also author ized to purchase rook-orushors out of the road fund, Tbe tax pro vided for in this act is in lieu of tuxes heretofore made collectible under other acts. House bill 205 requires the coN stion ot a road poll tax of 13 from every male inhabitant over 21 aud undur 60 years of ago, uuless by law exempt. The tax must be paid either in labor or oaBh, bat the county court may require that il be paid in oasu. If any person rofuses to pay the tax a suit may bo brought in the justice oourt to collect tbe same, and the wages o delinquent may be levied upon to oolieot any judgment recovered. Tbe tax must be expended, upon the roads of tbe distriot in which collected. Tbe aot oontalns an emergency clause, and goes into effect Immediately. The tax bo comes due on Marjb. 1, aud may be collected between March 1 and l)eoember 31 of each year. FOR COXSTITCTIOXAL AMEND MENTS. Under tbe action of the recent legislature tbe people of Oregon at the next state olection will vote for or against constitutional amend ments for the following purposes: For initiative aod referendum. Abrogating negro clause in state constitution. For abolition of the office of state printer. Changing time of holding the general election from June to November. Providing for the location of ed- cational and other institutions elsewhere than in the city of Salem, It might be well to cut these out and make a study of them during the coming year so bb to be able to voto intelligently on them at tbe June election in 1902.
