About the only change In tho assessment law enacted by the last legislature, so far as tbe work of the present assessor Is concerned, la tbe provision for I he as sessment of farm machinery owned by foreign residents, in tbe name of the person holding tbe machinery. The great change In the taxation law Is that In reference to the payment of taxes. Hereafter payments are to be mad semi-annually, on June I and December 1, to tbe sheriff. If paid be fore a certain date a rebate Is to be al lowed. During a certain period they are to be paid at their face, and then a penalty Is to be added. And this twice a year.
