The other day a Portland minis' ter oalled publio attention to the partnership existing between the gamblers and the Portland polios in euoh a manner that the police commission could not remain silent, at least personally. D Solis Cohen, chairman of the Board of Police Commissioners, makes the follow ing astounding statement, coming as it does from an official sworn to exeoute city and Btate laws that ab solutely prohibit Rambling: "Mr Hill is, in part, mistaken. There is not an increase in the gambling-houses, but a noticeable decrease, Since the houses are open and Send there are less minors, less olerks and less laborers fre quenting these plaoes. The very publioity ohecks them from gam bling, for the information would soon reaoh the ears of their employ ers, liver man visiting 'gambling houses in Portland is known, and a list of these people oould readily be made." .
