The other day a Portland minis'
ter oalled publio attention to the
partnership existing between the
gamblers and the Portland polios
in euoh a manner that the police
commission could not remain silent,
at least personally. D Solis Cohen,
chairman of the Board of Police
Commissioners, makes the follow
ing astounding statement, coming
as it does from an official sworn to
exeoute city and Btate laws that ab
solutely prohibit Rambling:
"Mr Hill is, in part, mistaken.
There is not an increase in the
gambling-houses, but a noticeable
decrease, Since the houses are
open and Send there are less minors,
less olerks and less laborers fre
quenting these plaoes. The very
publioity ohecks them from gam
bling, for the information would
soon reaoh the ears of their employ
ers, liver man visiting 'gambling
houses in Portland is known, and
a list of these people oould readily
be made." .
The preaoher is right. The
Portland judioiary and polioe de
partments should be oastigated on
the rack of publio opinion and
forced to dissolve the wioked part

tors in the reoent election. Minnesota
was the last state to deolare its vote,
this not having been done until yes
terday. In some states, as In Louisi
ana and South Carolina, there were
tbe nominations of but two parties,
republican aud democrat, upon tbe
ballots, In other states tbere were three
and four, and In soma sight.
The total vote, lnoludlng 8211 scat
tering was 13.067,299. Ot tbls, Mo-
Klnley received 7,217,877 and Bryan
6,367,853. Wooley, prohibitionist, re
ceived so far as reported 207,368; Baker,
middle-of-the-road populist, 60,188;
social democrat, 94,662, and Malony,
social labor, 88,460.
McKlnley's plurality, according to

today announced his formal with
drawal from tbe republican party on
account of the defeat of his tax bill by
the Michigan state senate yesterday.

tribute money to the democratic party.
He says tbe bill's defeat was due to tbe
influence of Senator MoMHIan and tbe
railroads, whose bank rolls "touobed"
the tax bill. Tbe ..governor is also
angry because tbe senate refused him
the use of tbe senate chamber for 1
banquet he was to give here tonight.
