Governor Roosevelt many times during the campaign referred to our, present army of 100,000 men and asked who in this free oountry would ' lie afraid of an army whiob represented only oae sildier for 750 people. Did you ever stop u think that out of 750 people tlieri are only about 120 men availabli for military duty? , Now then, in crease our army- to : 250,000, ' as i being urged by the military author ities, and in faot is being demanded by the bflloere in the Philippines and we are confronted by. tbe alarming spectaole of one man in every available 50 being forced tr take op arms. It is a faot whioh stands without tear of intelligent contra liotion that tbe war department would find considerable difficulty in increasing the army even 25 per cent - at the present., A draft would be a mili tary neoossity. If tbe - integrity of our land, or life and liberty were at Btake, a call for volunteers would be aniwered by the thousands, but under present conditions the result would be otherwise.
