The United States government has notified the powers of its acceptance of the Russian proposal that an international arbitration board, consisting of representatives of the groat powers, Bhall be vested with power to settle the Chinese difficulty. At a conference of the diplomatic representatives held today it was decided without dissent that the Chinese government had entirely failed to mete out punishment to the ringleaders who were responsible tor the murder of missionaries and other foreigners and the destruction of property owned by foreigners. The general election will occur on Thursday, On Wednesday two political conventions will be held to nominate rival tickets and tbe contest promises to be a warm one.
