POWERS TO ARBITRATE FOR CHINA.

Washington, Oct. 13. The United States government
has notified the powers of its acceptance of the Russian
proposal that an international arbitration board, consisting
of representatives of the groat powers, Bhall be vested with
power to settle the Chinese difficulty.
All the powers are likely to accept places on the board
and bind themselves to concur in its findings-.
CHINA MUST PUNISH RINGLEADERS.

Tientsin, Oct. 13. At a conference of the diplomatic
representatives held today it was decided without dissent
that the Chinese government had entirely failed to mete
out punishment to the ringleaders who were responsible
tor the murder of missionaries and other foreigners and the
destruction of property owned by foreigners.
An identical note has been decided upon to bo ad
dressed to the Chinese government at once.

The prospects for a good team are
very bright as most of the stars of last
year's Central and Geary teams are

All student organizations have been
put upon a firm basis this year In
order thai they may be In full har
mony and that they may gain tbe
oonfldenoe of the puhlio because of
their business methods.
A general organization of all tbe
students Is on foot and tbe first steps
were taken yesterday, when the four
classes eaeb elected four delegates to a
constitutional convention. This con
vention has already organized with
MrChas Austin, of tbe 'lenth grade,
as president, and Miss Cora Wold, of
the Twelfth grade, as secretary. They
are to hold a final session Monday and
report constitution and working plans
on tbe following day. The general
election will occur on Thursday, On
Wednesday two political conventions
will be held to nominate rival tickets
and tbe contest promises to be a warm
one.
In the meantime eich of the grades
is also organizing wltb full set of offi
cers, colors, yells, eto, and enthusiasm
will run high next week, These olass
organizations and alt other clubs, suoh
as atbletlo, muBlcal, debating and
academic, will be aafllllatsd In tbe
"Students' Association of the Eugene
High School," and under Its control.
There is also some talk of Instituting
a esoret fraternity If a charter oan be
secured, and thus become linked with
other high schools In this aod other
states.
Among other enterprises talked of Is
the publication of a High School paper
The students are very muob alive this
year and propose to make the name of
their school known and reapeoted both
at home and abroad.
Tbe Indications are that the total
enrollment for the first school month
will reach 176, about 80 more than the
entire enrollment of last year's first
semester.
