the ''eapilol building' were several
hundtcd lights m the Senate chamber,
House of Representatives and commit
tee rooms, w hich bad been used only
40 days during the session of the Legis
lature but were charged for 90 days, the
full quarter. Tho Secretary of State
refused to "audit and pay the sums due'
for lights which had not betn used.
But the Company claimed that they
held a contract which provided that all
these lights when once put in must be
paid for continuously for ten years,
whether only used 40
in every two years, as
of those In the . State House
or whether never used at all.

and Cottage farm buildings should be

The contract was produced.
It was signed by (Jovernor Pennoyer,
Sccretaty of .Stale McBride and State
Treasurer Melschan. It provided ju?t
as the company claimed. It was simp
ly n copy of an act passed by a Repub-:
llcan Legislature authorizing and di
recting ihc Goveruor, Secretary of Slate
and Stale Treasurer to make such a
contract and providing all the condi
tions of tho contract. It had been
worked through thVLeglsluturo by the
attorney for the company, and was
worded aud intended to rob tho Stale.
The Secrolary of State Informed the
company that, notwithstanding their
contract, and the act of the Legislative
Assembly authorizing and directing it
to be made, he would not audit bills
nor issue warrants for such claims, be
cause they were fraudulent, there being
uo consideration or value tor the money
claimed. After much delay and threats
of appealing to the courts, they finally
accepted payment for the time the
lights had been used and agreed to con
tinue to do so during the remainder of
the ten years contract, striking out sev
eral hundred lignts for about eight
years excepting for the time tho Leg
islature should use them for about 40
days once in every two years. Ihen
the Secretary of State expressed the
opinion that as the electric light comp
any had not put the lights in the Re
form School, Dent Mute Scbool and
Cottage Farm, wllbiu the time named
in the contract, they had forfeited their
right to do so, and that the State should
put its own plant in each building,
which could be Hone with the money
already appropriated to pay them for
lights for two years, and then the otate
could save the appropriations that
would have to be made to pay for lights
during the remainder of the ten ears
contract, only a little of which had ex
pired. The same boiler, the same en
gineers, the same amount of wood, aud
same expenses a were required to heat
the buildings, pump water, etc., would
make the lights. What the .State would
pay the company for lights In two years
would put in pi acts good for perhaps
20 years. The company claimed that
they had been notiticd only verbally by
the former administration and should
have been notified In writing that the
building bad been completed. To pay
for plants with money appropriated for
"electric lighting was a responsibility''
resting solely on the Secretary of State
w bo could thereby save the Mate large
sums of money. Governor Lord hesi
tated about joining with the Secretary
of State In purchasing plants, fearing
that ihc company would begin an in
junction suit ou the ground that (he
previous Administration had neglected
to notify them in writing that the build
ings were ready for the lights. Finally
he consented, aud the fiovtrnor and
ccrctnrv of State aud If we remember
correctly the Treaur r also wnt to
l'ortla'jd and purchased dynamos and
all the machinery neeefsry to put elec
tric light plant In the Ri fotm Scbool,
the Ieaf Mute School and the Asylum
Cottage Farm. Fred II Kin&ey of
I'ortlaud put the plants In the Reform
School and the Xeaf Mute Scbool and
W II Abram of Kug-oc put the plant
In the Anylum Collage Farm. The Sec
retary of State drew the warrants on the
appropriation for "electric lighting"
and paid for the dynamo, all the ma
chinery and the expenses of putting
them m out of the tmoont that would
have beeu paid to the company In two

expense t all for lighting those building-.

same fuel that were required before

little if any repairs required and will
be but little for years to rome. The

vigorous action hs saved the people of

it. This is only one of the numerous
distances where he saved tho State large
sums of money. Out of tho appropria
tion of $2S,000 for Incidental expenses

been used as storo rooms and carpenter
shops ever since the State House was

and rotted for more than 20 years; had
