THE COUNTY DEBT.
IT IS ALARMING-
On March 81, J8fl0, County Clerk Lee prepared the following official semi
annual statement:

It will be seen at a glance that the debt of Lne county Is alarming in the
extreme.
County Clerk Lee by twisting figures makes the debt $47,956 65. This is
false and misleading. In the first place be appropriates all the taxes levied
and calls them "resources," when be Is fully aware Unit a delinquent tax lint
Is always returned. Even under the excellent collections of Uberiff Withers,
he reported last year delinquent $1,437 18, only $356 94 of this being on icul
property, the balance belug on corrections to the roll and personal prnpi-rty
that bad left the county. This Is certainly poor "resources"; and again,
generally the average delinquent tax list Ib from $3,000 to $4,000.
And again, he bas found a new "resource," tax sale certificates appllranle
to payment of county warrants, estimated at $2,500. He Is the Ami rtmu in find
this. In fact, this is already labeled as a "resource" under tax collections.
Again, the property bid In by the couuty is generally that which other buyers
are afraid of, hence must be quite poor "resources." Again, the county has
been In the habit of appropriating all

warrants excepting $3,800, and In faot this turn, by law provided, will be wwil

816,000 whloh must be paid first, and then after this the school fund is
untitled to five mills on all collections. It is not at all likely tha' a c ill fur
county warrants oan be made by Treasurer Patterson before the latter part of
May or first of June. And our county debt still increases.
Last year the delinquent tax list was not made up until December. Taxes
will probably not be paid more promptly this year. By that time the taxes
will pay some eld warrants while new ones will he Issued in their stead, nnd
the "resouroes" will vanish. Of oourse this is If the present conditions
