The East Bhould also remember that the constitutional convention thoroughly considered tho matter of senate representation, and in order to protoct the smaller states from being overridden and virtual ly rendored poworlesi by the votes of the larger commonwealths, New York for instance, made the state itself the basis for representation in the senate, w hi lo the population : of the state was made tho basis for representation in the house of repre sentatives. That our fathers actod wisely in thUB apportioning representation has been oflon proven. With equnl representation in the senate tho great states cannot override the smaller, but mud accord them equal rights and privileges.
