Tomorrow will probably witnesB the making of a United States Ben- ator at Salem. Dolph will be the man. The South Carolina legislature has again killed a bill to allow dl vorces. It is the only stale in the union where a divorce cannot be had on any grounds. There is no question butdeBtitu tion and suffering exists in a con' sidorable portion of Nebraska. The people of Oregon should contribute from their abundance to the relief of the unfortunate people. Military operations in China have almost been suspended on ao- oount of the winter season. Thii will give China an opportunity to recuperate and some lively fighting may be anticipated in the spring. This is flood year for California, She is making excuses to '' viators for the unusual rainfall, No ex ousos will be made whon it oomes time to garner the crops. ' Western Oregon has ' an abundant rainfall nd no failure of products of the soil. The little Hawaiian republic has had its firBt experience in war fare. Designing white men led the natives to revolt with the result that a number of them lost their lives. A United States warship is now plowing through the waters of the PaciQo (o protect the interests of our citizens in the islands. Now would be a splendid time for annex ation. It must -eventually take place and the sooner the better. ; ' The retiring road supervisors of the two Eugono districts deserve spooial commendation for the work accomplished during their term of office. ' The means at hand wet e not frittered away as ' usual in patch, work, but there are several miles of good roads to show for it. A few more years of such work and all the roads leading into Eugene will be in first class condition. Of course some of them must wait their turn, those having the heavier travel being unproved first. Governor Budd ef California does not laok nerve. He removed Moses Gunst, a gambler and all around port from the police commission of San Franoisco. The other two commissioners refused to reoognise iiudd's appointee, and he intend to remove them. San Francisco' municipal affaire are rotten to the oore , and the governor proposes to apply the knife and use heroic treatment. As an examplo of the oonditioil of affairs in that citv may be stated that a recount of the votes in a oontest fur the sheriff's office, developed the fact that in preoinots casting about 200 votes, blocks of votes rantrine from 3 CO were bodily stolen in favor of one candidate. The instances are numerous too. What would be said of the horti culturist, who, when his trees were half grown should leave them to care lor themselves? Or of the farmer or gardener who planted and cultivated for a time, then said, I have done enough for the pro ducts of the soil; now let them finish their growth and ripen with out further care? Yet this is the principle advocated by opponents of higher education through state id. They advocate partial de velopment of the ohild by statoaid then ask that a halt be called, and that the future citizen make his own way thereafter. It is fortunate that this view is held by but few, and that the principle of high er education by the stute has been generally accepted as a correct one There are few states in the union that do not provide for free univer sity education, and those that do not show the least progression and greatest proportion of il literacy. The contention that free university education is for the ben efit of the rioh only, is a fallacy easily exploded by the easily ascer tained fact that nearly all the stu dents are from the middle walks of life, many of them making their own way through college. Will any one, contend that free tuition should not be granted the pour boy or girl who faces a four or six year course of study, depending up on the earnings of three months eaoh year for support during the other nine? The better education the better bitizen, and the state should do all in its legitimate sphere to aid youth in the struggle for advancement. Two LI res Saved.
