FAILS TO FLY OVER CHANNEL Dover, July 27.—Hubert Latham, the French aviator, made another daring attempt to cross the English channel at 6 o’clock this evening, and succeeded in covering nearly nine-, teen miles when he fell into the wa ter. two miles off Dover.
