I can hardly imagine any kind of government more repel tan t than a democracy that has ceased to be lieve tn anything, and in which all ambitions are directed toward a selfish use of power. Indeed, there may be some per sons exi*ecting to make more money out ot the Philippines if we subju gate them at the coat of ever so much’blood and devastation, and then rule them bv a Bulistanlial despotic way. But who are they ? Not the people at large, especially uot the laboring classes, but a favored few. And here 1 invite the «fiecial attention of our con servative fellow citizens, who are so much alarmed at the possibility that the political struggle« in this democracy—a democracy working through universal suffrage—may develop into a struggle of the poor against tbe rich. Have they con sidered bow apt this kind of im perialistic policy would be to excite and hasten such a development! Nothing can lie more dangerou« in a democracy like ours than the prevalence ot a notion that might is right—a notion involving the ■Hirst kind of anarchy, above and in-low. And that principle ia preached and proclaimed every day by this imperialistic policy. Is it not high time that the American people, sobered from th* debauching intoxatnn of victory, should rise up again to a just ap preciation of tbe true reapoeeibility of tbia gr<at republic!
