A movement has been startei over the valley having ns it; ultimate object the governmem ownership of the Willamette locks at Oregon City. Alreadv we see the commercial bodies ol Salem, Independence and other representative river points dis cussing free locks and the best means to attain that end. The desirability of free looks is so evident to every shipper in the valley, especially the farmer, that it really seems a question with but a single phase. Free locks would remove the extra tollage on every pound of freight passing up or down the river, a bounty pnid directly by the nav igation company but which in the final comes out of the pock et ot the shipper. If boat freight rates fall, a like reduction would be e"ompulsoiary to the railway companies. Government engineers have at times recommended govern ment ownership of the locks, so that the purchase should be fairly easy to accomplish. Once free locks it will be much easier to influence legislation for the improvement of the Willamette as the tonnage will be easily in creased three-fold, and more prestige will be given to the claims for legislation for its im provement. Injustice to valley shippers the government owes it to them to grant free locks. The Co lumbia is free for navigation, and thousands upon thousands will be spent in further im provements in the next decade. Our claims for recognition are certainly as meritorious as those coming from Eastern Oregon. We are preparing figures to ehow in detail the benefit of the proposed change. However, as the matter now stands the points along the river must unite in petitioning congress through our Washington delegation to further the measure. Already Portland, Salem and Indepen dence have signified their inten tions to work for free locks, but more vigorous action is neces- gary.
