More largely la tho new Salem due to street paving than to any other influence. Thla coming year there la proposed aomo forty or fifty block of thla hard surface pavement. One or two blocks In any small town Is enouirh to ahow what paving will do for a city. The good that would re sult from that amount of work will arouse the nthuslaHtn of every resi dent, and the cry would be 'more pavement.' One Improvement already tinder way In Independence Is the sewer system and that la a big boost fcr the city. Independence already has as fine water as any city In the valley. Portlnnd not excepted.
