"We are on our way to Mexico City," said General Villa, who has captured Ojifiaga. The rebels hardly were in possession of the border town before their leader bean pre paring for a march on the capi tal. Fifteen hundred men lei t last night for Falomar to entrain for Chihuahua City. There, Villa said, they will be given a week's rest and new outfits, and then started southward. The general planned to have detachment after detachment leave throughout the week until only 300 men remain as a permanent garrison at Ojinaga. Good Roads Washington, Jan. 12. "Ex tensive highway improvement should begin with the improve ment of the main traveled high ways used by farmers in hauling their produce to market," asserts former Senator Jonathan Bourne, Jr., Chairman of the Joint Good Roads Committee. "That is one reason why my plan for Federal Aid leaves control of construction with the states. If control should be vested in the Federal Bureau, there would be danger of disre gard of local needs and wishes. It may be that in a few states the greatest need is for inter- state highways. If so. the local authorities should so determine, and not have the matter, decided for them by otlieials in Washing ton. "1 see no occasion for material controversy between the advo cates of improvement of main traveled market roads and the advocates of construction of trans-state or inter-state roads. In general, the roads used chietly by farmers, will, when connect ed, form a state hi.-yhway. The roads used by automobilists are. as a rule, the same roads the farmers use the most. Put there is no occasion for criticism if a portion of the road funds are used for improving stretches of road that will be used ehiel'.y for pleasure. Automobilists are among the heavy taxpayers and they have a right to participate in the benefits of road oxp.'iuli tures. On the other hand, th-1 auto owner who lives in a city has occasion to use a local market road a dozen times where he uses a long-distance trunk road once. It is to Ids interest to have the local road improved first. The judges, after much deliberation, gave Miss I.a Con stable, whose subject was "The School as a Social Center," first place, and chose Miss .Margaret llalvorsen, who had as her sub ject "Periodicals as Kducators," as alternate. After tin- try-out, the contestants, judges and offi cers of the society ware the guests of Miss Parrott, Critic of the society, at an informal lunch at Morlan's. Elkins Notes , A new play shod is soon to be constructed on the FJlkins school grounds. This shed is to bo fifty feet square and thirty feet high. I A part of it will be used for the i shelter of teams during meetings held at the school house.
